Maximizing the Impact of the FRAM: From Analysis to Implementation

The Functional Resonance Analysis Method (FRAM) can be a valuable method to understand how complex systems function by considering how work is normally done rather than focusing on exceptional failures. However, exploiting insights from a FRAM analysis to develop practical improvements can be challenging. This chapter discusses these challenges, including the difficulty of translating findings into actionable steps, the lack of a clear link to risks, which can make gaining buy-in difficult, and the perception that FRAM suggestions may lack novelty since staff may already employ similar practices. The chapter then proposes strategies to address these hurdles, emphasizing the importance of aligning improvement suggestions with organizational resilience abilities rather than pursuing narrow behavioural interventions. Aligning improfvements with existing priorities and highlighting potential benefits for staff can further increase buy-in. Framing the FRAM suggestions as ways to support existing trade-offs and to improve coordination can foster a collaborative culture. Finally, anticipating resistance from decision-makers unfamiliar with the FRAM and emphasizing the approach’s focus on supporting everyday work and staff well-being are crucial for the successful implementation of recommendations. Effective communication and a sound understanding of resilience theory are essential for maximizing the impact of the FRAM and ensuring recommendations translate into real-world improvements in safety.
